About Bertrand de Mazières

Bertrand de Mazières is a senior French public-finance expert and banker widely recognized for his deep experience in capital markets, sovereign funding, and the financial management of public institutions. He is a graduate of both the École nationale d’administration and HEC Paris, and he built a career almost entirely in public service finance, first in France and later at European level. He joined the French Treasury in 1982, where he held a range of positions focused on financial markets, international relations, and economic oversight. Over the course of his career, he served as financial attaché in the United States and Canada, and later led the banking and financial institutions office at the Treasury from 1988 to 1993. From 1996 to 2003, he was Secretary General and head of operations at the French financial markets authority, helping shape the dialogue between regulators, issuers, and market participants. He then became Chief Executive of Agence France Trésor from 2003 to 2008, where he was responsible for France’s sovereign funding strategy, treasury management, and the state’s regular access to bond markets. In 2006, he joined the European Investment Bank as Director General of Finance, a role he held until October 2023. In that capacity, he oversaw treasury, asset-liability management, market funding, and middle- and back-office operations. He helped support the EIB’s rise as a major and highly respected issuer in international capital markets, including in green finance and bond-market innovation, an area in which the EIB played a pioneering role. His expertise was also reflected in his service to international governance bodies, including the International Finance Facility for Immunisation. At BNP Paribas, Bertrand de Mazières was appointed censeur effective 1 October 2024 and then independent director from May 2025. He brings to the board strong credibility in market finance, risk oversight, governance, and institutional funding, together with an in-depth understanding of European banking and public finance issues.
