PDMR transaction notifications in Estonia

Managers file straight into the regulator's register

In Estonia the Financial Supervision Authority (Finantsinspektsioon) runs the central storage of regulated information, known as OAM. It holds two registers: market announcements filed by issuers, and transactions by persons discharging managerial responsibilities (PDMR). Managers and their closely associated persons enter their own notifications in the PDMR register, promptly and no later than three business days after the transaction, as Article 19 of the Market Abuse Regulation requires. They also notify the issuer.

Finantsinspektsioon states that it cannot guarantee the registers are complete or correct. The filer answers for timing and accuracy.

An open dataset

The PDMR register is public. You can filter it by transaction date, publication date, issuer, name and volume, and download the result as a CSV file. Each row gives the transaction date, the issuer, the name, the aggregated volume, the price and the publication time, with a link to the full notification in the template of Implementing Regulation (EU) 2016/523. On 17 October 2026 the register listed 6,567 notifications, from issuers such as LHV Group, Coop Pank and Arco Vara.

The EU threshold of EUR 20,000 per calendar year applies since 4 December 2024. Estonia does not appear on ESMA's list of 19 January 2026 naming the authorities that changed it.

Reading Estonian data here

We ingest the register's CSV export, so the Estonian feed is per-trade. Estonia uses the euro, and amounts need no conversion. The CSV keeps some fields in Estonian, such as the transaction type, and we translate them at ingest. Cards link to the notification when the source provides a link, and job titles map to our role buckets with the original title kept on the insider page. The methodology page explains how these filings are used.
