Insider dealing disclosure on Nasdaq Baltic and Iceland

One news wire, three jurisdictions

This hub groups listed companies from Lithuania, Latvia and Iceland. Issuers on Nasdaq Vilnius, Nasdaq Riga and Nasdaq Iceland release their announcements through the same Nasdaq news service, and that is where the transactions of their managers appear. Tallinn uses the same wire, but Estonia has its own hub on this site.

The legal basis is the same in all three countries: Article 19 of the EU Market Abuse Regulation (MAR, Regulation (EU) No 596/2014). A person discharging managerial responsibilities, or someone closely associated with them, notifies the issuer and the national supervisor within three business days of the trade, and the issuer publishes the notice within two business days of receiving it. In Vilnius these notices are filed under the category "Notifications on transactions concluded by managers of the companies".

Three central banks as supervisors

Lietuvos bankas supervises the Lithuanian capital market through its Financial Market Supervision Department. In Latvia the Financial and Capital Market Commission was merged into Latvijas Banka on 1 January 2023. Iceland made the same move three years earlier: its Financial Supervisory Authority merged into the Central Bank of Iceland at the start of 2020, and Act No. 60/2021, in force since 1 September 2021, gave MAR legal effect in Iceland.

Where the thresholds part ways

Regulation (EU) 2024/2809, the Listing Act, raised the yearly amount above which managers must report from EUR 5,000 to EUR 20,000 as of 4 December 2024. A supervisor may lower it to EUR 10,000 or raise it to EUR 50,000 after informing ESMA. ESMA's list dated 21 May 2026 records no such decision for Lithuania or Latvia, so EUR 20,000 applies there.

Iceland applies EU financial law through the EEA Agreement, which needs a separate Joint Committee decision for each act. On the EFTA database the Listing Act still sits at the draft decision stage, sent to the European Commission on 10 June 2026, so the amendment has not yet been incorporated for Iceland.

Reading the Baltic rows here

The feed is per-trade: each row is one notified transaction, with price and volume when the notice states them. Lithuanian and Latvian amounts arrive in euros; Icelandic trades in krónur are converted to euros so they compare with other markets. Some Vilnius notices attach scanned PDFs without a text layer, and those rows keep the issuer and the person but no price or volume. The methodology page explains how rows are processed.
